Can people see if you view their Steam account? Unfortunately, it is not possible for your friends on Steam to know if you’re viewing their public profile or not, by default.
Private steam profiles
Steaming profiles are always private until the user decides to change their settings, allowing others to search for or view their profile directly. Anyone with a linked SteamID, which cannot be changed once created and is necessary to purchase and make purchases using the platform, can track your activity publicly, but not as a simple, straightforward click on an icon.
Your friends need your permission directly to track or view. If one has been permitted, they don’t have to send a custom invite or a permission request first before accessing anyone’s other content. They’d have seen any public part of profile for the particular user even with the default preferences.

The account holder still holds the power after granting specific other users ‘permission’ to perform actions upon a specific data. This only permits them specifically to access related info and permissions. They now, in public, have these options.
Any user at Steam, once public, can request any public ‘friend status’. If in public after setting, it isn’t only one person on the service and not specifically the chosen account. The privacy settings only make sure only the individual selected by specific users sees, and he or anyone authorized to see user’s entire history of transactions.
