Next, fly to Slateport and head north. Talk to Captain Stern and Archie will announce that he’s going to steal the submarine.
Battle Team Magma Grunts
After talking to Captain Stern, head to the Space Center and battle the Team Magma Grunts on the first floor. This will give you a chance to defeat them and move forward in your journey.
Talk to Steven
After defeating the Team Magma Grunts, talk to Steven. Select three Pokémon and you will enter a 2 vs. 2 battle with Steven on your side.
Get HM08 – Dive
After beating Steven, head to his home in the northwest of the island and he will give you HM08 – Dive.
Head South and Exit
Next, head south and exit the island via the path near the old lady. This will take you to the next part of your journey.
Capture Bagon
When you arrive at the Meteor Falls Cave, surf past the entrance and travel up the large waterfall with HM07 Waterfall. Proceed through the cave until you encounter Bagon. Follow him back and Rayquaza should end the fight between Groudon and Kyogre (you may need to be in front of the gym with the other NPCs).
