Can a Blinded Creature Take an Opportunity Attack?

No, a blinded creature can’t take an opportunity attack.
It’s plain and simple – a creature that’s been blinded automatically fails any ability check that requires sight ([PHB, 326]). According to the basic rules of opportunity attacks:
"…make an attack of opportunity against a creature you can see…"
(emphasis added). Since a blinded creature cannot see, they cannot fulfill this requirement to take an opportunity attack. The situation is not contingent on any additional conditions – a simple, fundamental connection between visual acuity and the attack.
