No, not all Pokémon are created equal. Stage 2 Pokémon cannot breed. These stage of evolution is also not eligible for breeding in various Egg Groups. As opposed to Baby Pokémon and Mew, which belong to different Egg Groups.
What Does That Mean for Breeding Requirements?
It’s essential to note that to breed, Pokermon must belong to the same Egg Group and must be of opposite sexes or a Ditto cannot be genderless, not that they are allowed genderless Pokémon in Egg.
