At this stage, you establish a diplomatic relationship with several City-States, especially those you are likely never to encounter.

Once you hold this policy, you don’t just start with default envoys. That is not how the Diplomatic League operates. By the first envoy you interact with after implementing this, the city-state(s) you’re interacting counts as two.
