When you reach the next hard pity threshold of 90 pulls, pity will reset, implying the counter will reset along with the probability to earn materials. This represents your initial point of entering this mechanism, and as always, the guarantee arrives when you’ve attained this threshold.
To maintain this understanding, the "guaranteed" element can be seen as following these specific conditions: for example, if the Wish System has reached a cycle that ensures a certain desired result (e.g. getting a 5* in this case).
