But to what extent can you extend your recruitment efforts?

Answer: Up to 40 operatives in Singleplayer Campaign and 20 operatives in Online Multiplayer.

In Singleplayer Campaign, you don’t have any limitations with regards to the number of recruits you can have apart from your primary character called "DedSecAgent". You can get up to 40 operative by recruiting civilians from the 40 locations across London by scanning them with your drones and checking their profiles’ "Potential Recruits’" section. This makes it an exciting prospect and allows you to create, manage, and customize their skills and abilities.

But remember, you get to have only one 40th operative at at time, as you gain experience points and level that operative. The choice of operatives is yours each time, so choose wisley based on your battle strategy.

Recruiting and Managing Your recruits

You can recruit up to 40 operatives under your banner, and what’s even more impressive here is the fact that new recruits come with their initial skills, abilities, etc. It’s your own responsibility to upgrade and master their skills to fit yoru specific needs. Think of your operatives as cards in a deck; you need to shuffle for the best combination.

How do you recruit these civilian operatives?

1. Explore the streets (London): This is a crucial aspect on how to recruit more followers. Scan the environment via your drones, and investigate potential recruits. They carry QR codes that, among other things, contain that person’s profile, containing their background, skills, and availability for recruitment**
2. View profiles and recruit: To recruit someone, view any QR code you find after scanning an area, find the recruit’s profile, and select "Recruit…" to recruit them. Simple as that!
   3, Manage your ranks: Each recruit you save has its own profile. Think of this as your Watch Dogs Legion’s ‘black book.’ You can now view each recruit’s available skills and abilities. Some recruits will have specific roles/positions or even unique tools, and you can master them further.

Some Key points to consider Before Recruiting:

Do you really need to expand your forces? With Permadeath on, an operative will die if shot, so it’s costly to replace them.
Have you chosen the right specialist for a specific task as they might have skills already that make them ideal?
Have you upgraded their combat skills enough to handle battles?

And, when you’ve gotten enough, you can either retire your operatives or add them to your reserve list for later use.

Once you have your team well-rounded and equipped, retire your weaker operatives or switch to new ones for additional variety in your play-out. When you need a well-rounded, versatile operative once more, you can put them on your reserve unit for further use.
