According to Ubisoft, Ireland is unlocked at level 55. Yeah, it’s not early in the game, as you’ve got to first complete your main story or at least reach a pretty high power level. At level 20, regions like East Anglia (Level 20) demand a bit less power due to the straightforward missions within. In Lunden or Oxenefordscire (Level 90, both require approximately 300-400 Eivor (your main ability) since they involve, more sophisticated missions.
Please note though, this rating is in no way static; even if you take on any of these at a specified level, difficulties will definitely vary. Take, instance, Lunden, because it requires nearly 0.3m Eivor, the very first portion of it must be around 100/150% of the last portion on the first set of targets.
